State legislatures can do this as well
Why don't we treat full-time mothers like workers. If a woman has 3+ children, she contributes significantly to the Social Security system and she should be eligible to receive social security as if she was working.
the reason i say 3+ children and not 1 is that our social welfare system is dependent on future workers. You promote people having more children so the social safety net is more stable and promotes larger families
