9/new div? Because the general has long experience with what the government is willing to pay for. as it is asking for 1 more div will cause heavy heartburn in MinFinance. If he asked the full lot needed for parity, MinFin will give such gaseous exhalations it will land on Titan.
10/so we will continue to limp along underresourced, and one div and one new div HQ is reasonably all can be obtained. So Indian army will be forced to keep limping around with ad hoc solutions. At the next crisis we might get another div.
